People shouldn't be able to tell who started a project unless they were around to witness it. It's pretty ridiculous if there are for example several people in a location with a crowbar and one starts picking a lock, then stops doing it, yet people who arrived after the lock picking was stopped are able to tell who started it. So I would rather replace starter information with who gets the resources - and if a project doesn't give resources or items, maybe no owner would be shown at all.

I agree with Seko. Simply changing the "owner" of a project seems the simplest and easiest solution to thin, rather than enabling a new database record for all projects to show "starter" and "receiver".
Simply enough to have "owner" displayed, who would be the one receiving the project. By default, this is the person who started it, but can be transferred over to someone else helping with it.

I like this idea Seko, it will cause a big change for how some people play now since they rely on that to catch people that are trying to do illegal stuff, but that isnt realistic and it should not be done this way
This will add new possibilities for people sneaking around and only working on projects when people are not around and then stopping when they come back.
Every action has a consequence.
