I'm afraid I still don't understand it, but lets not make this go any further off-topic.

Awhile ago one of my characters tried to start up a gang, yes. But my first potential recruit didn't seem interested, and my character was cautious when it came to initiating people into the gang, so it never got off the ground (my character ended up getting caught trying to mug someone in a locked room and was executed before the gang could get anywhere).

Must've been a sleepy little town to not get chased. That or they're totally oblivious.

It's rather sad that there's always people robbing clothes off corpses... I wonder if it would still keep happening if a town was able to produce enough clothes to provide each newspawn with a tunic and trousers instead of a loincloth or nothing at all. People are thinking "those are dead people, they won't suffer if I take their clothes" but it's their friends who will suffer when they see their naked bodies and know that they couldn't protect them from a thief that in most cases is an ushielded newspawn who will end up dying in a few years anyway and will never accomplish anything.
And when someone steals a motorcycle, a good chance is that there are no other vehicles to catch up with it or that all other vehicles are locked and their keys are held by sleepers, or were even stolen by someone who died out of town.

At the start I felt like stealing and killing was the only way to accomplish something. I realized soon enough that that was not the case, though.
I had two real thieves, and one died. He was being rude in some mountain town, and I had to leave within an hour. (Which was when I was sleeping IRL)
And I wake up the next day to see that my character was stuck in a jail with a lot of wounds. And there were bodies there
My only thief left only steals when there's a low chance of being caught. (Like a town near a lake/sea without boats, so he can easily escape with his dinghy)
Oh wait, and another one. Who pillages all spanish towns she sees, with full support from her hometown, a bunch of discriminating dutch people.
About those clothes.. It'd be nice to be able to put clothes on people.
One of my characters got clothes right away and enough food for a while.
In a fairly short time I became a trusted citizen of that place.
Some people there died recently, and we decided to take their clothes off because that would be the best thing to do. (Else they just rot

It depends on the clothes, too. I mean, seriously, if you take a hat or a ring, it shouldn't be that big a deal unless they have cultural significance in an area (which is pretty much never, really). Even jackets are fine, if the stiff has pants and a shirt or something. Some enforcers take it a little too far. But then again, the culprits do usually strip the bodies bare.

For some perspective from stealing from the dead...
"The Spirit of Christmas Yet to Come will show Scrooge the world after Scrooge's death: His old business cronies will care not for his demise, his maid will steal the very blankets from his deathbed, and Tiny Tim will in fact pass from this world. "
Shrines are only as valuable as the living make them.
I heard it said somewhere that the grave robbers of anicent egypt helped to keep the economy going.
