Having outright cancelable projects would be much better. That is what we're waiting for. Problem is that ProgD has no time right now. There might be a solution to that however, we'll have to wait and see.
I'm not saying it's not a good suggestion, but it's too narrow.

A project that has no added resources can be cancelled, made smaller or larger (up to the maximum project size).
A project that has some resources added can be made smaller (up to the amount of resources put in it) or larger (up to the maximum project size).
A project that has all resources added can be made larger (up to the maximum project size).
