Lock gates.
Lock gates, for a harbour, close them and then ships can't dock to the harbour.
say 5Kg wood 200g iron 100g rubber (to line the edge of the gates)

Yeah I like this idea. It is pretty interesting. I am sure it would have to be implemented with a good deal of thought, because it will change a good bit the way the game is played in that area, however it sounds good to me.
Yeah Seko, I am sure that you would be able to dock into it with the key from a ship, just like you can walk into a locked building with the key in your hand. Shouldn't be too hard to program.

Another alternative would be boom towers. Not sure what these would cost, but you'd need stone or wood for the towers (maybe treat each tower as an extension to the harbour), and a sizable chunk of iron or bronze for the boom chain itself (not steel - it corrodes more easily than iron). Raising or lowering the boom would then be a project taking an hour or two.

Already we can lock a coaster harbour and a landing stage. And only old ships (built before the change) can dock directly to land, right? I know that the proposal is slightly different, but I think we already have game balance in this area. The town can lock its CH/LS. Someone dockling to a CH or LS can play nice by slipping a note under the door to ask for access to the rest of the town, or the person can try to break the lock with a crowbar.

If this gets accepted then I'd also like to see some form of sending messages from ships to the shore, be that with the much discussed signal flags or then just plain shouting. Since if everyone starts locking harbors from the seaside just because they can, it's gonna be very hard to go around with a raker.
