I believe the original poster was more concerned with characters spawning with preset morals (usually the player's RL morals) rather than the difficulties of criminals, though that's a valid concern none the less, and is obviously the reason why crime is so low. I guess you can rather wait a long time for weapons to become more abundant, be extremely lucky, or work for a weapon and shield, though you don't really need them to be successful, as long as you don't get caught.
So, that leaves you with having to get some weapons, a crowbar, and some sort of vehicle(ideally). To get these items however you need the help of others and you can only get that by being a nice sociable person(not a criminal's characteristics).
That's just been a sterotypical criminal. No-one is forcing you to mold your characters into sterotypes. In fact, you probably shouldn't, unless your character's environment in which it spawned molded it into that personality.
So, once you play long enough as that nice person and get all of the equipment you need to be a successful criminal, you feel like you are playing out-of-character by completely reversing your character's personality and starting to hurt and steal from others. Once you play that long as a nice guy, and get all of the friends you have, you start to like that character and do not want to throw away everything he has to become a "lone bandito".
Like I said above, you don't neccessarily need good equipment to be a successful criminal (depending on what crime you plan on committing though, I guess). And as for personality.. Like I said above, about sterotypes. Maybe your character is just a naive newspawn who doesn't think there's anything wrong with his/her anti-social behaviour? Maybe s/he was just concealing his/her real feelings and views? There's criminals who seem like nice people in real life, till you notice they've robbed you blind while you turned your back on them.
That is just what I have seemed to run into while trying to create a very evil character.
A evil character isn't neccessarily a criminal. They might be a town guard who works hard at enforcing the laws, and in doing so slaughters all criminals mercilessly despite how minor their crime is, yet some would still consider them 'evil'.
