Percent force on crossbows?

Percent force on crossbows?
I understand how you go about controling how hard you hit with melee weapons, and I sortof understand how you could control how hard you hit with regular bows... but how on earth to you shoot a crossbow any more softly than it shoots? It's nothing vital, but maybe set a ranged tag on wepons to make them 100 or 0% (intentionally missing as a warning) only weapons.

That's a good point, considering it's flung at a predetermined strength. Perhaps the RP is that the elastic is adjusted so it doesn't shoot it as hard.

Or shooting a warning shot to the foot. I think it would be better if you could choose a body part. Something like the head or a hand or a foot would be easier to miss. Torso would be the default. Depending on your skill level more detailed targets would become possible, such as the eyes, knees, neck and so. Hamstrings? I think that's about it.

Or we could redesign all the characteristics-combat-skills system to be more accurate and practical.
I'd suggest to imitate the system of old (not online) role playing games as Vampire and all the narrative games of that family (good, but too much dices) or Cyberpunk (no tables, just one dice, just one go for action, and still quite realistic). And maybe the simplier way for body parts and skill learning of Rune Quest or Call of Cthulu.

I think the most obvious is where you aim.... but it needs not be so specific.

Obviously the names can be adjusted due to my limited knowledge of Trauma Anatomy...

Logical train of thought, but bad idea. It really wouldn't add anything possitive to game play as I see it. If you want to RP a 10% hit then emote a grazying shot or whatnot. No need to hinder the most expinsive weapon in the game over a petty technicality.
As for the tension adjustment arguement, you wouldn't need differnt kinds of bolts or multiple trigger points if the bow section itself could be adjusted by how far from the handel it is. All the way at the front = 100%, just infront of the trigger 10%. 0% a friendly nudge ofcourse.
