fisher goes into the water (and since there is no swimming, drowns) - It wouldn't take three 60 kilogram fish to pull someone out of the boat. The question of the speed of the boat and the size of the fish pertains here as well.
Spearing would also seem like a risky business...
How about just nets? Now logically nets wuld be used by two boats or one boat with or without a crane going in a pattern. For simplity just one person using one net gets a quantity of fish in the area.
The idea of fishing sets the president for resources to be located in a 2 dimentional area.

5 knots isn't that fast, if I were sailing and was going 5 knots I'd be pretty bored, and if I were motor cruising and going at 5 knots I'd be itching to throttle up to 15 knots or there abouts.
so at 5 knots speed isn't really gonna affect the chance of being pulled in by a heavy fish, the same with the other outcomes

I like the spearing ideas, but not the drowning idea. I don't want to immediately perish when I touch the water. I'd rather sit around, moving at some slow speed in a direction of my choice, depending on currents (which I just thought of, and should apply to boats aswell). Maybe once clothing is implemented we could wear clothes that protected us from water. With out these you would take damage after prolonged exposure. The clothes would either lengthen the time before you start taking damage or they could lessen the damage, or both.

I know you can move and fish with a pole but how fast is impratical for ever catching anything?
I've tried it. at 5 knots speed only. Guess what? Forget it. You'll never cattch one. when the shiphas stopped we speared them like crazy.

But lets keep it simple OK? think about the poor programming dept. 2 Dimensional fishing? 2 boats towing 1 net to catch more? Snapping lines?
