An ongoing problem with buildings, IMHO, is that it's all to easy to accidentally get them so full that you then can't enter them to empty things out. I presume this is a consequence of being able to "drag" (push?) something into a building without actually enter it yourself.
Could a check be introduced so that you can't drag someone or something into a location unless it has enough capacity for your character as well as what is being dragged?

Might that create problems if several people are trying to bundle another character into a building? I was mainly thinking of getting in the situation where you're unable to go and empty a building.
However, the total weight of all dragging characters could be used as long as there was a clear indication preventing your joining a dragging project if your weight would prevent it being completed.

Another problem though that would need a workaround is when a building is nearly full, and the one character allowed in by weight dies, even with an unlocked building, you'd need to get ProgD.

They do degrade in weight but the deterioration is so slow that you'd have to wait several game years before entry was possible even if there were a lot of bodies inside.
I believe Peanut's previous suggestion (see post above) is the best in game solution - Though I will say it is an issue which only requires ProgD support maybe once a week at most consequently it is of lower priority than other issues
