1221-4: (Thief!) says: "Alexilad? .. Funny, I don't think I have ever been there. Anyways, I can't return to the place I came from either, I have to travel onward to the next town. My friend will be waiting there for me. He sets out objects in each town for me to pick up (stuff he's traded etc.) because he doesnt want to carry it all. So you see, I must keep moving until I reunite with him once more."
He just spawned in Ladvicitavoi (Which we've renamed Alexilad, as to why the player is confused), and stole our possessions and is now on the road to Kwaki Hills (North), being chased by my character.
The point is, he stated outright there, that he's breaking the CR. He's never once talked to any other character, just stole and left. His "friend" is probably another character under the same players control.
