Anchors
Perhaps for bigger boats an anchor could be added so that when a person does not want a boat to go anywhere they just put the anchor down and it stops the boats and keeps it in place. Perhaps to make it harder for one person to sail a longboat, an anchor would require two people to raise but only one to release it into the water.
I would help prevent theft of boats by one person and would allow people not to bother to put locks on boats, which is sort of silly if you think about it.

Anchors have chains connected to them, or lines. So instead of raising the anchor, u could always cut the chain. This is how its been done over the centuries when a ship had to get away fast and didnt have time to raise the anchor.
Even nowadays the anchorchains are connected to the ship by means of a large steel bolt that in case of an emergency can be "rammed" out by means of a hammer. So be sure to have a hammer on you when you sail out alone.

Sailing vessels
Actually your all wrong a boat no matter what the size can be sailed by one person although not very well. Actually most nautical vessels of today don't take very many people to run. 5 people can handle an oil tanker in and out of port with little or no assitance from the pier...And old Nautical vessels didn't have very big crews. 15 or 20 people but I'm sure one could have done it just would have taken him longer and the risk of crashing would have been greater...

true, although I think it is still very hard to single handedly crew a longship, although possible.
People do crew ships singlehandedly these days, but then the boats they sail are all highly designed for them to be able to do that, and have autopilots and things so they can leave the wheel to adjust sails etc.
I think in Cantr we should have to crew boats, thinking of long boats, then perhaps a minimum crew of 3?

For the smaller boats (Dugout canoe, Rowing boat) the maximum speed of the boat could be relative to the number of people partipating in a rowing project.
For larger boats (Darter, Raker, Skimmer, Soarer) the maximum speed could be relative to the number of people partipating in a rigging project.
The Longboat could have both rowing and rigging.
I am not sure about the Ferry.
