Gone Fishin'
How about being able to fish from a boat, cause that is realistic... but with a hunting rather than a project:
Animal menu:
5 seabass
2 tuna
You kill a tuna with a fishing spear.
you can't use anything but a spear or a pole.
or just a project, but fish don't stay by your boat so that would be less realistic.

Yeah that'd be cool. And how about some kind of net you can make out of cotton and other stuff like that.

I think the biggest problem with this idea will be possible when they have animals on Roadmap, the free movement system.
See, on a road, you only have to keep track of animals in a line, they progress along the road and go from one place to another. On the Sea, you can wander all over the place, not just in neatly controlled straight lines. Figuring out how to make which animal where is beyond my ability to comprehend.

I'm not sure if this is possible, but why not split up seas and lakes into areas.
Each area has different types of fish whom you need certain equipment to fish for. This way, we could also have dynamic naming of water areas:
"You are sailing on the Siom Sea, going at 100 percent.
Available animals are: seabass, tuna, Moby Dick"
For sea-fishing, you could be required to build machinery that can only be built on boats. I don't know what it's exactly called, but those cranes and pulleys that drag the huge nets behind them, you could make a fishing business out of it!
