nope... an english person speaking english. It's only recent... but I'm not sure if he was really english, or only thought that he had to speak english because everyone is english (which isn't).

Well you should report him to the PD as characters spawned in a non-english language area should speak the language of their spawn point. In this case dutch.

but can non-dutch speaking chars travel to sil and other dutch places? like foreigners who don't speak the language and then have lots of communication problems and have to use pointing and gestures and stuff?

it's possible, but if the guy was spawned in Sil then it's wrong, but people who speak different languages can meet

It's been a while back, so I dunno where he is... I heard something about french ppl meeting dutch ppl. I haven't met them myself, so I'm not sure.

Yes? Did the French meet the Dutch? That's interesting :) ... I knew the Spanish met the Germans, but this one is new to me :) ...

And the answer is thus yes, people can meet from different language groups. Whereby it is most fun, I think, if you play as if you don't understand the language, even if you as a player do, but it is not a rule - if you want to play your character to know the languages you know, that's fine ...

Yes, one dutch character arrived one day at a place where my french one was living. I as a player understood what the guy was saying, but continued to speak to him in french.

I can't speak English well either, but it's still fun to learn other languages. It's just not fun when you don't understand other languages. :P I had a French char, but since I thought I was smarter than i really was, it is now gone. LOL
