*sigh*
SickGerm: your story just explains why you, personally, have a problem with the "I want sex" people. It's understandable why you're sensitive to the issue.
Pot or no, your 10 year old cousin was raped. Period. It's not sex when it's with a 10 year old. She shouldn't have taken the pot, but that doesn't have any impact whatsoever on the crime that was committed, nor on the fact that the teens in questions are rapists. Okay?
I'm not sure where Cantr's servers are, but if there are 10 year olds playing, then it's not in the US, because it's not specifically a "kid-safe" site, and it'd be a COPPAA violation for it to be in the US and accept kids under age 13 without permission slips. Not that that makes all that much difference, but this isn't a children's game. If it were, then you wouldn't be allowed to kill people, RP in-game sex, or swear profusely. Now, since it's not a children's game, what are 8 year olds doing playing? Clearly, their parents are not supervising their kids, I guess.
I don't think it's the PD's role to parent other peoples' children. If your 8 year old kid brother is playing, then I hope your parents know what kind of game this is and have checked it out and decided it's okay.
My point is, no laws have been broken. No CR breaches that we know of (yet). Deal with it in game. The only people who are going to say "yeah, let's have sex" are probably the same group of players-- heck, they most likely go to middle school together or something. In which case, great-- it's a CR breach and can be handled appropriately.

Trust me, as a regularand experience canabis user, whos life most definatly has not been ruined by drugs, that it does not impair your judgement.... alcohol on the other hand does, which is probaly why lots of peope get pissed.

I don't agree with Seko's "player age" suggestion, because I prefer not to know, for example, that the town leader is played by someone 5 years younger than me or 20 years older than me.
Sex and sexual RPing are not part of cantr as it was originally intended, and cantr would be just fine without it.
I'm not saying it should be banned, but life in cantr would be a lot less complicated (in terms of moral issues like this) and a lot less stressful without it.
I don't want this turning into a cybersex haven with gaming on the side.
Already there's an incredible amount of that going on, far more than when I started cantr, and I frankly think the game would be better without it.
In any case, giving out RL information like player age (and making it against the rules to lie) is not the answer.

I'm not dead; I'm dormant.
