I agree with the industrialist. If they were as hard to get as Agar suggests then I think the cost would outweigh the reward. I agree that policing the activities list is enough.
IMO lock picking OR jimmying (which for game purposes should be the same thing) ought to be a stealth alternative to breaking the lock off. I'd like to see some iron lock breaking tools, but lock picking would only be steel as they represent a higher technical achievement, along with the tools to make copies from locks, which I also like the sound of

Personally (and I've suggested this before) I'd love to see a "rekey lock" project. An open door/lock can be dismantled by a locksmith and rekeyed to require a different key.
Successful completion of the project would result in a the lock being given a new number and the initiator receiving the new key.

Maybe even when you're building a lock you could specify a key number, the catch being you need to have that key in your inventory for it to work.
Rekeying would be great in general so that people could change locks on their buildings if they beocme concerned that someone else may have picked up a copy etc.

okay this gets intense, so stay with me. Plough->needs animal to pull to make me happy->cow was first thought of->roping a cow->domestication already talked about to death->rope for roping....->gallows[EDIT:Thanks]-> kills someone consistantly for 24 hours unless it is stopped or broken by a nonprisoner! I like it!

See I was talking with my wife this morning and trying to explain how much it was a bummer to have a vehicle with an unlocked lock on it, because you couldn't pop it off with a crowbar and were generally just screwed untill something gets coded.
She says: "Why don't you just write someone on staff to have it removed then?"
Wham. Sore forehead.
So, now the vehicle I have isn't stolen, I SWEAR, I found it abadoned in the mountains, is there someone I can write to have the lock taken off? If we can, what kind of waiting period should there be before stealing a vehicle and begging to have the open lock removed?
It makes a kind of sense in the terms of "We should be able to do this thing, but can't because it isn't coded" but it also make sense not to do it in terms of "You chose to lead a thieves life, them's the breaks"
