One cannot whisper to and from a person on a vehicle to the town it is located in? Yet they can speak outloud?
Ridiculous! We are not amused. We think it is a bug, so we reported it here.
Just think about it, can one not walk up to the car window and whisper into someone's ear?

I could also not strike a person on a bike in the same town earlier today, it said the person was not close enough. I checked a couple times and they were still there, but I just could not strike them.

I have found it a major inconvenience in a few situations. Luckily, was able to whisper back and forth from a bike to a walker on the road, otherwise wouldn't have been able to talk to this char the whole trip.
Yes, you can get off and speak to someone, then get back on/in the vehicle, but that is cumbersome, and not always something your char wants to do. In order to wait for a reply, especially if the other char is not awake, you have to stand outside your vehicle, which could put your char at risk of being dragged, not allow work on a project you have in your vehicle.......just throws off one's playing their char the way they would like, or is best for the situation.
And you usually can't jump on someone's vehicle to speak to them. Most are usually locked, to prevent theft/kidnapping. Or a bike, in which you wouldn't fit.
