Have you tried letting another person join the project? Perhaps it's not really at 100%, but really close. Sorry if you already tried that.

Well it doesn't go past the first digit, it's a rounding issue. 99.96% will show as 100%, for example. Glad to hear that fixed it. :)

Sounds like a UI issue. It should round down.
