Spawn and run theives?
Are characters that spawn, take everything and run without saying anything a capital rule breach? There is one on the road from Drojf hills (west) to seatown garden that spawned, looted and then ran without saying a thing? Could you please clarify this?

I've said before that this should be a rule breach. There is no reason for it, except that the player had a character in a place where they don't want to play. Hence they try to disrupt and get themselves killed.
However, I'm sure someone from the PD will correct me, and also beat me with a very large stick (possibly with a small nail in the end) for suggesting such an heretical idea...

I believe it is an Capital Rule breach if there is no IC reason for it and if it is what is termed as a 'suicide player' trying to get their character killed so that they spawned in a place they want to spawn.
And this is a Capital Rule Breach because some players use to stack up their characters in the same location and create a player's personal army or what is also termed as 'mule characters'.
If the player is reported and the Players Department sees a pattern in their playing of them having suicide characters then they can precede and find if this person is trying to stack up their characters in one location. So one should report this for that reason.

In a certain place there was a newspawn who picked up half the stuff, went inside a building, my character followed, graciously told him that's against the rules and went out to let him concider his actions in peace. The next day the thief walked out, took what was left on the ground and left. Now if it had been an ordinary snatch and run character, it surely would have done everything at one time, right? That made me think it must be someone completely new to the game. But what kind of person doesn't understand clear speech?

I ranted at length about these kinds of thieves in the General section. Most of them immediately grab everything and leave, so it makes me think they must hae played the game before, because they obviously know how it works. A new player make pick things up or go into buildings, but they'd be more likely to stick around out of ignorance; to me running is evidence a player knows what they're doing.
And will it do any good to report someone whose name you never learned? As has been noted, most spawn thieves aren't very talkative.

Nah, we only hit people with good ideas with a small stick.
