It seems like the solution would be to have a test server.... where some major overhauls can be tried out without upsetting the current cantr players who are enjoying the game as it is. Then a lot of the unintended consequences might be hashed out before they go "live" to impact the cantr world as it exists now.

I wonder if some of those that are in favor of natural disasters etc would be willing to just RP it. Fill all your buildings with sand mud and stone so they cant be used. Take your vehicles to the other side of the island and just drop them :) I know it's not fair because not everyone would be willing to do it and just penalizing a select few, but could be interesting to play if a town wanted to do something. Even agreeing to walk at 25% speed to even neglect the effect of roads.

No, you can't pretend. Two people on a ship can pretend it's raining, but such a massive undertaking as a natural disaster simulation involves far too many people. You can't force RP on others.

A: "Why are you digging so much sand?"
B: (ooc: we're digging it to fill the buildings so we can't use them)
A: (ooc: uh, ok, but you're still digging sand for real, so can you answer the question in-character?)
B: (ooc: just pretend he's not digging sand)

And how would you role-play it when your vehicles, that were swept away by your rp tsunami, suddenly start turning up all over your island as people discover and break into them?

No, it simply can't be done by the players.
