Hi
I'm playing in the German area and I have three characters in Kishnakotis already (they don't have anything in common, they don't even understand each other). Now I have another character in a location close to Kishnakotis and I was asked to go to Kishnakotis to be introduced to its council because this character is going to work for this city.
So, now my question: Am I allowed to move my character to Kishankotis even though you are not allowed to have more than three characters in one location? I mean, I could just move one character to another location but wouldn't I break the capital rule if I moved one character because of another one? I could just say that I can't go to Kishnakotis just now but wouldn't that also be a capital rule break?
Now I'm kind of in a dilemma because I don't know which one of these rules I should break in order to be able to keep playing...
can anyone help me?

Your character has legitimate IC reasons to go to that location. You aren't doing this to break the Capital Rule. Just remember that your characters shouldn't interact with each other unless they have a legitimate IC reason to do so.
