You can't make a new location, if that's what you mean. Of course, there are lots of empty locations which you can make into a village.

Village is a teamwork of more than 2 personnel.
They are to be build piece by piece. The buildings, infrastructure and such.
You do not 'make' them you 'build' them. :wink:
