Did it consume 700 grams, or just the 350 required? Knowing that would help pinpoint any problems. Got me very curious. I've never seen it before, either.

I think I remember that project, actually... Or at least a similar one in the same town. 
I always assumed someone had added too much stuff to the project and made it wonky. Yay for project canceling?
