Evernote is another option. I use it for recipe notebooks and stuff, but you can definitely use it for this sort of thing.

VoodooPad is what I use. There is a free Lite version.

Sheesh! I must be doing it ALL WRONG! I don't write down a thing OOCly about my characters. I understand their drives, motivations, backstories, and their responses to situations are organic outgrowths of these. Sort of the same way that I do accents, mannerisms, etc. on stage -- I pull out from my brain that part that "is" the character, and just do eet. Writing? Who's got time for all of that? I'm already like 10 days behind in unread e-mail.

I opened Excel for the first time in several months today, and I found a well-detailed chart of all of my characters' skills. I decided to update it today. It took awhile. lol

We are exactly the same!!! I think it was only twice in all that time that I put pen to paper with regards to an intended post. I have neither the time nor the patience for all that but am slightly envious of the ones who do so.

Some of them did, but not many. Which isn't very surprising to me. I was surprised for some of them that the chart said had gone up, because those happened to be ones that had been up for awhile.
