I don't know if it always has been like this and thus works as designed.
I clicked the icon for making a copy of a key and it immideately became a project. I never had the page where you chose if you want to add the iron yourself if it should be taken from your inventory.
Luckily I checked if there was a project going on, and it was, otherwise I probably had thought I didn't click properly and made another copy.
But again, maybe this is the way it should be.

It has always been like that since it doesn't go through build menu. It refreshes inventory but doesn't open the resources tab. It has always been possible to start copy key projects without having the iron, so you can leave them sitting around as a precaution and only add the iron to it if you lose the original key.
