Steel project in Cantr City

There's a project in Cantr City:

Manufacturing Steel (Coal)
iron (10 grams used of 600000 grams needed)
coal (0 grams used of 600000 grams needed)
limestone (0 grams used of 2000000 grams needed)

I've got a feeling that it's not going to be finished for a while, if it ever does. I was wondering if you can get rid of it.
