My only issue with this is that a wooden and steel cage would have equal effectiveness, so this would render the steel cage obsolete.

We could make it so that you have to build the lock manually. It wouldn't really matter what you build the cage of if you still had to gather the iron for the lock.

That doesn't mean there shouldn't be a more primitive versions that can be made more easily elsewhere, Seko.
I think the cages could be a great way to be able to interact with prisoners without shoving them in a dark hole that only one or two people have a key to. i don't see why that should be limited to people that have gajillions of steel to spare. I can easily imagine many situations in which a cage would be awesome, from a most primitive society where there is one cage outside to a more advanced one where there are a series of them inside a building (and more likely steel).
It'd be nice if there were some sort of durability that would mean wooden cages wouldn't last as long as steel or could be more easily broken (thus making people wish to build steel more often than not).
I do understand the concern that people wouldn't bother with steel ones if there were an easier one. But there are areas where steel is easier to get than wood, so I don't think it'd be that bad. I'm sure the resources could be worked so that it takes more wood than steel and maybe more time to build it sturdily enough for the purpose that it'd balance it out some.

My point was that a wooden cage wouldn't make a steel cage obsolete since some people have it easier to get steel than wood. And if a lock had to be constructed separately, that would be another good reason to make a steel cage, just to save time.

While cages are nice, they seem like they might be a waste. Will you be able to put machines in a cage? Will it show them like they are in a vehicle? Can you see anything that is on the ground inside the cage? Those are things that might make it worth while.

I've read at least 5 threads about crb's with note bombing, and players wanting PD's divine intervention with 'spam knocking'...

I've never used a cage, but if it's just like another room, why not just have a shack, or a mud hut? A reed hut or bone hut?
They could be named 'town prison' or 'isolation unit'. That would solve the steel issue.
Perhaps if there are well behaved prisoners, they could be released for an hour a day, or allowed to request certain visitors?
Perhaps give them some hide or fur and a needle, they could make some clothes or tools for newspawns while inside, to keep them distracted.
By all means tell me if I'm missing something. I often miss a lot.

That's why you'd have a row of cages for "good" prisoners and a room called "The Hole" for the bad ones that do what you mentioned. 
There's just a lot that can be done with a cage from RP purposes.
Some prisoners might be more willing to reform if they aren't thrown into a dark room with only a visit by the sole key holder of a place once a year.
Perhaps it's not time to let a prisoner out and about for good behavior, even for an hour or two, but with a cage inside a building, you can allow them visitors without having to pass around keys for the task or drag people in and out. Just unlock the building's door and the people can go inside and talk to them- no fear of them escaping unless they've already broken the lock on their cell.
Or perhaps your town likes public shaming and has a cage outside to put them on display for their horrible behavior (not that it'd deter many, but there could be such cases).

Ah, so you're talking restraints/cells for INSIDE a structure. That does make good sense.
Perhaps we've found another use for the flail chain?

There's already a steel cage. This suggestion is for expanding upon that to other materials that might be better found in some areas (much like there are bronze versions of most iron tools).
I believe shackles and other sorts of restraints have been suggested in the past quite a lot, though I'm not sure what state those suggestions are in or what programming might limit them being useful in this same way. All of those sorts of things would be nice too, I'm sure, for whoever would have use for them. It's nice having variety and seeing what some towns might choose to do in such situations.

I really don't see how a steel cage is that expensive.
It's not like you need to build seven of them and give each prisoner a cell. Just put a steel cage in a building throw all your prisoners in there. Leave the building unlocked and lock the cage, that way people can visit the prisoners who don't have a key to the prison and prisoners get to talk to people without being bored to death. That's the main benefit of a cage in my opinion.
The one thing that would make it better is if you could prevent people inside the cage from attacking others outside, and visa versa. That way people could go in and shout their rage at their husbands murderer without fear of getting struck by an axe. And prisoners don't have to fear their victims widow will come in and kill them.
If you want something wooden we should implement stocks.
