Here in Brazil, the stupid american would be issued for leaving her child out there like that, the jerk would be issued for the death, and nothing would happen to both, because our justice system isn't famous for making people pay for their crimes...
A good example of the Brazilian justice system: Cesare Battisti is an italian terrorist that was arrested in Rio in 2007. He wasn't sent back to Italy to pay for his crimes (as far as I know he was convicted for killing four people in terrorist attacks in the 70's). Even if his conviction was supported by France and the European Human Rights Court, our government said that Battisti is a political refugee and he will stay here, as a free citizen. It's just fucking politics, but this shouldn't influence the justice system so badly...
