Notes with weight

I have a character that is getting this message when trying to give a note to another character: ERROR: The receiver cannot bear that much more weight.=

The receiver is probably carrying more than 15 kilos (from repairs or something).

I had a similar situation some time ago where I was carrying >15k of stuff and I was going to pick up a note, and taking it from the ground gave me the error message, but taking a copy of it worked. If it's not terribly private and you're okay with others reading it, just drop it on the ground and have the recipient take a copy.
