Do boats start with locks
Well I just finished my boat and a key appeared in my hand and I wasn't sure if they actually started with locks because I have seen people build a lock on their boats before -.-.

I can clear this up, easy as pie.
There was a debate about a month ago, where it was stated that those boats that are built without Iron should NOT get a lock on them (Because locks are built with Iron). And so, at that time, locks were removed.
Later, it was discussed how all other vehicles get locks, and without a lock, someone could take the boat and run off - like a thief. Which is unfair. So, locks were put back on.
It still hasn't been decided what to do with Ironless boats, if they should have locks or not. But locks are on them in the mean time while it's discussed, as so that it's "fair" - since locks have always been on them. Sadly, though, Ironless boats started during the time there were no locks being added, those boats will finish and have been finished with no lock and key. As to why, some finish with a lock (The more recent, and the oldest boat projects) and some finish without a lock (The ones started within the no lock timeframe).
