To make raw rubber into useful rubber, you should be required to cook it with sulfur. I am not sute how much heat this requires, but an oven ought to suffice.

In the real world, unvulcanized rubber is pretty nearly useless. It is soft, sticky, and (I think) melts at low temperatures. To make it good for much of anything, such as the tires and elastic bands and such it serves as in Cantr, it had to be vulcanized by cooking sulfur into it.
