Question about Fighting

Okay, so you can only strike someone once every 24 hour period.
My question is.......Is there something wrong with the clock?

One of my charries hit someone yesterday at 2:11 cantr time....it is now 2:14 cantr time, and I'm still not allowed to strike said individual. This isn't the first time more than 24 hours has gone by and I wasn't able to re-strike, either.

It only records the day and hour, not the minute, so then there's a violence tick that erases the hits from the table as they have been there for a day, so if you hit before the violence tick, it will take you over 24 hours, and if you hit after it happened, but before the next hour has time to start, you'll be able to hit in slightly less than 24 hours. I'm not quite sure when it is but I think around minute 24 or something.
