I'm pretty sure it did, as I finished with 60 minutes or so yesterday and used up my 200 minutes today (researching about 200 turns of history through arounf 400 historical notes takes a lot of time...)

Yeah, it reset, but I noticed it's been resetting at odd times on some days.

We've been having server problems relatively frequently these days, which led to a shift of the time of the resetting.

Well, I'm having a problem. So I came to see if someone posted the same problem. Anyways, last night when I went to bed I had 70 minutes left. Normally when I wake up they have reset but I still had 70 minutes. It is now 5:40pm here and my minutes still hasn't reset. :(

As Jos said a while back, the time resets when the Cantr clock strikes 1. Lately, that's 6:00 PM Eastern time, right about now, so you can see your own time by looking at the timestamp of this message. It has been resetting pretty close to that.
