Do they still have a space for the resources department? I have been waiting like 10 weeks already ahem... Days, I got a sore throat, can't speak properly. Sorry hey hey! Voice back to normal.
I want to be a resources department guy because i like to suggest new things, is that a valid reason?
Do they still have a space left?

Yes, wanting to suggest new things is a valid reason for wanting to join. Suggestions are discussed within the department, and then the object/rresource/whatever is researched. If the object/whatever fits into the overall idea of Cantr and is feasible, it will be approved and you can create it.
If suggesting things is the ONLY thing mentioned above that interests you, then you can achieve that goal in the Suggestions forum. If the whole above mentioned process is what you're looking for, then yes, Resources is the right place.
Regarding your app: Days is not an incredibly long time. The staff members who review apps are involved in multiple departments and are extremely busy with many aspects of Cantr. Give them another hour or two
