I know there's a way to block the images so people from outside a certain domain can't see them. Will prevent abuse...

That is also true. Ideally we would have a database table where all images were stored. Then we could purge unused images, staff could easily monitor anything submitted and so on. The main issue there would be to add the current 11765 images to the DB in some good way, and match them with notes. I wouldn't want to do that manually. 
Regarding the weekly upload limit I guess it would be possible. But if we solve the issue with access and some kind of purging of unused images I don't think we need it.

Perhaps it would be better if some users (or some characters) can upload larger images. Cartographers and artists would be very grateful.

Who would deside who theses characters are? Who desides who is an artist? I just can't see this happening.

Players who are interested can request more space and the Staff accepts or denies the requests.
