Then, keep records of all spawns on English Continent 1, and English Continent 2. Check/compare if the implementation appears to be successful. If it is, apply it everywhere?
I'm doubting this is possible though(edit: impossible to test seperate continents)

The one which seems to be agreed upon by the high level staff; the one where all newspawns start with the same level of skill, and experience gain is increased.

Lol. I'm seeing hordes of people migrating from one continent to the other to get their old skills back. No, I don't think that would be possible.

I meant, it only applies to newspawns...
But are you suggesting that ALL alive characters will have their skills reset under this proposal???

Well, I think that would be best. Otherwise there would be too huge a gap between pre-change spawns and post-change spawns. We would of course have to work out a system to conserve skill progress somehow, so that people who spent 20 years training a skill wouldn't have to start all over again.
