That was never a rule as far as I ever knew- only encouraged if someone was asking about it. If it is one now, then it should be widely publicized (outside of the forum- maybe something on the sign up page?) as most people wouldn't know or bother to contact the staff to get one reactivated- you don't do that for most games.

I know when I started playing the 2nd time, I just signed up for a new account (this was forever ago). There's no way I would've known any better since I wasn't involved in the outside community at all the first time around. I don't really see why it'd be a big deal either way.
