Well, it just seems to make sense to me that if you've a sharpening stone, or a file, or a hammer, for example, then it'd take hardly any time at all for you to spruce up your nicked and blunted steel sabre.
Just like projects take less time with tools, I think repairs should be augmented by tool use in that way too. It would encourage people with the right tools to offer quick repairs to others.
Obviously certain tools can't be repaired using tools... you can't repair a hammer with a hammer, and the hierarchy has to stop somewhere.

I wonder how difficult this would be to program. In theory it's a good suggestion. If an item took several tools to make, you could get a 100% bonus from having all the tools, and 100%/amount of tools for each tool you have if less than all of them.
