Quick radio question

Quick radio question

I have a quick question. Can a person outside a vehicle hear if someone in the vehicle is using a radio?

If they can't, that's certainly a flaw that should be fixed. I don't think it's necessary to reveal that the person is talking into a radio (wouldn't that reveal the frequency too?) but it should add a Person says event and add everyone outside as listeners. Otherwise people can talk into a radio on a frequency no one listens to as an exploit to speak privately without generating "You see x talking to Y" event messages or a chance of overhearing.

I always just imagine them hunkering down and whispering into the radio for their message.

I don't agree with that those outside should hear what they say, but would agree with a plain "You see X talk into a radio" or whatever. So you know they are, but can't hear.

Because really, you can't hear the radios inside vehicles, and I assume their volume is at or higher than what the person talking into one at your location could talk.
