I'm aware of the gadzillion threads about spawning systems. They discuss different mechanics, though.
My suggestion is:
Resting x Age = Spawning points.
Why:
- Resting is a visible project. It can be stopped or discouraged.
- Requires setting up at least a place to rest.
- Encourages old characters to rest and distribute their tasks to younger characters.
- Prizes entertaining places like theaters, taverns, etc, where people sits and talks.

Since spawning is asexual, I see no need to change that. But giving a bonus to characters who are working on projects might be a good thing. It would be even easier to check than my earlier suggestion of health or hunger since the link to a project someone is working on is stored in the chars table, so the query could just be limited to people working on any project (including resting).
