I think it's better to say the rule implies when the event is having at the least a severe effect on the characters related to it. And, of course, the event still has to be taking place.

The rule is based on common sense, which is in dramatically short supply in the world nowadays. When you kill someone who's death could cause a region-wide war, you don't post it on the forums for a very long time. If joe schmoe the carrot picker dies, who gives a crap - post away.

Believe me when I say: the Capital Rule is not a difficult rule to understand. Using common sense, like thousands of people have over the past 7 years, is perfectly sufficient.
Simply put, if people could be be trusted to keep ooc and ic separate we wouldn't need a CR. But they can't, so the rule exists. Most people don't seem to have a problem with it, either.

What characters of what players? All characters of all players! If my char discovers the real shape of the cantrian world, I have to wait for the moment when all the characters in the world they have had the opportunity to know from experience, before I could write in the forum.
And when will I know when this happened? Never!

Cantr II is a social simulator. What is not working is due a problem in the society.

I knew I knew this one, I had to search through old raports to remember who she was and which one of mine knew her :lol
if she was better at keeping certain someone away from another certain someone, then maybe yet another cartain someone wouldn't be so frustrated and thus so reckless, and they'd still be sailing happily ever after, ho!

A random bandit or something came and offered to trade, killing Gharret while he was asleep after he'd agreed to their terms of trading. He was the leader of East Kol for about 6 days before he was killed.
