Dudel, I think therre is more than only *Capital* Rule Breaks. Don't we have any non-capital rule breaks anymore?
Talking in open about "game mechanics" without OOC tags (and OOC tags in non-whispers are frauded as well) is a rule break. How should it be handled? At the first or second offense remind the player to honor the fantasy setting. If he continues to ignore anything then really do some action.
Yes a tiny bit of roleplaying is more than just a flavour. The same as you cannot run around as "Harry Potter" or "Michael Jackson" ar any other clearly OOC persons in the game.
EDIT: In the case here I think both parties did not understand what IC is, how mechanics relate to, and how not to OOC.
