Then, what mechanical things? Another temporary drop in skills? There needs to be a little more than that in my opinion...

If you implement detrimental consequences to drinking, people will simply continue to RP drinking and not actually drink, meaning any work that went into making drunkenness work will be for naught.

Let's keep it simple - all detrimental effects are role-played.

I disagree. Drinking is not something you do every day, but rather on special occasions. If you're having a party, it doesn't matter if you can repair your bone shield as well as usually. Drinking is something you do after work. Let it work like tiredness, but let it heal quickly enough to not have more than a hangover the next day (5-10% per hour).
