They can be used for a many number of things... from decorations, to goblets, weapons, protection... I think it would add an interesting effect to the communities that count solely on animals for food... you arrive in such n such place... You see a man in his twentiess place a lion skull on a pole... LOL Just a thought

The resource department is waiting for programming to have animals deliver objects.
In the same breath...
There is nothing preventing the resource department from allowing you to "make" skulls from bones. Especailly large bones which are piling up everywhere.
What about at least having bones rot when they are left on the ground. Slower than food but at least somthing to make them go away. In one location there is enough to build a stone building sized building.

I went all over trying to find a good picture of that.
Looking up bone building gave me alot of insight into decalification that occurs with advanced age.
Bone Structures? Aloth more ads and medical jargon.
Historic/Anceint Bone Temples? Alot of references to animals bones found around excavations.
Animal Bone uses? Load of vegan stuff on how to avoid products that use ground bone as a base.
There were some fertilizer and bone craving references along the way.
