Just add a check for hunger or damage, roll out the updated system and see what happens.

I can see people wasting more energy discussing it than actually trying it.

6192 living people have a health record in the states table out of which 1813 (29%) have less than perfect health and 656 (11%) have more than 5% damage.

6208 living people have a hunger record in the states table out of which 1776 (28%) have more than 0 hunger and 1449 (23%) have more than 5% hunger.

The question is would we like to exclude that many characters from the population calculations? The percentage can be tweaked if we knew how many people we're ready to exclude.

A change wouldn't be meaningful if too few characters were be affected.

Those numbers seem good I think.

I don't think 5% hunger would be a good border - it's only 1 day of non-feeding. It'd put it more around 30-50%, so the ones affected are those meant for starving / abandoned, etc.

Seko, would it be possible to see stats for those numbers?
