Learning languages...

I have a question about learning languages.

For example:
I have a charakter who's initial language is german.
Under wich conditions is it allowed to learn another language, e.g. english?

When you meet a character that speaks that language. That character either knows the language from someone who is native there or someone who knows the language.

Basically it had to start from a native speaker. After that it spreads with character interaction.

There is really no limit to how fast you can say you pick up the language. I've heard it's more fun if you let it take a long time or just refuse to speak the other language.

Another thing you have to ask yourself is your character capable of learning another language.

There are just some people out there that no matter how they try cannot learn a language.

    So you have the stubborn character that won't learn the language
    The not dumb but incapable character that just can't grasp the language (but he or she might be able to pick up a few words and phrases still)
    The average character that can pick up the language but can't master it like a native speaker
    Or the character that can't only pick up the language but can master it
