I understand that your character must learn the language himself, and cannot spawn bilingual. But, when interacting with foreign players, would it be alright to translate your emotions (via translator or personal knowledge of the language)? Because emotions are universal in the real world, shouldn't they also be in-game?
I apologize if this is in the wrong section of the forum.
Is it okay to translate *emotions?*

Emotes can be in any language but preferably in one(s) that the local readers can understand. If you are in a bilingual environment and know both languages then it's polite to use both, at least if it's something that's not covered in the list of international emotes in the wiki, but if you only know one language then you can only hope that the people can figure it out or use an online translator.
