The current implementation in a nutshell (for those who didn't read that other topic):

At first there was a 2% chance for each listener to have "You hear X talking to Y" will be replaced by "You overhear X say to Y:" which reveals the private message, but then it was changed to 5% per location with an additional check for each possible listener. In practice this means that it's now capped at 5%, with a lower chance of being heard in small towns.

if i could vote twice i'd also vote to have it lowered in high population areas.....but i only get one, so i vote against it.

Lowering it in general (or not implementing it at all) would also lower it in high population areas.

yeah, see, i think that the whole "overhearing" thing is crap!! you should not be able to hear private conversations..people whisper for a reason!!!!!!!!

yeah but if your gonna have it at all it makes sense that it is only lowered in high population areas because of " crowding ". if there aren't many people then it should be easier to hear things.

also if your gonna have it at all having only one person hear it seems a bit......well, it can get confusing if people abuse it.

I won't vote for now, because I'm not sure yet if I like the feature. I will test the feature for a week or two before I form an opinion. I see this as an implementation on probation.

if whatever i say in private can be seen by others then i don't like it, especially if that wasn't the way the game was before. i don't have to test it to hate the idea of it.

Hopefully people will come up with a new concept of private, which is inside buildings, but if the majority keeps voting against then I might have to turn it off.

For those saying that it would offer excellent chances for RP, I think that's a bad assumption.
When two people are whispering and a player accidentally speaks out loud instead of whispering to that person, 9 times out 10 the people who overheard it do not react to having overheard it.

Why would that make any difference now?

People are still going to not react to what they overheard so it's a rather useless feature to have.
I do not think it will motivate people to find a more private place to talk, it's not worth the trouble. I mean, do you really think that a couple who is having sex is going to care if one person happens to overhear? If they really cared about privacy, they'd go inside to begin with.
