There is no point to "submit" stuff to an editor. Just have very clear guidelines as to how to post so people can do it themselves.
"Submissions" just creates more unnecessary work.
As noted earlier in the thread, submitting it to another person or finding out who it is, if they're active/away, etc, is a pain in the ass. It achieves absolutely nothing at all, especially if it is in the forums. As a former Zine editor, I speak from experience: the reason submissions were sent to us is because of the way the e107-provider was structured and how we'd have to release stuff at a certain time. After the fact editing for grammar and conformation to guidelines should be done by the designated moderator/editor.
As for the Dudel v. Wiro point on user-comments, I think maybe we should start out with comments (I'm sure more people would be supportive than otherwise) with a low threshold for moderation-action, and if it doesn't work out, you can always disable comments altogether. Comments and feedback are generally useful.
