1. Do buildings ever collapse?
2. Do tools ever rot to nothing?

No, buildings to not collapse, thus far, anyhow.

Yes, tools will rot away to nothing if they're left neglected long enough.

The main problem preventing building deterioration has always been what to do with the stuff inside. The easiest solution would be to destroy everything but it would make more sense if at least some could be foraged from the ruins.

That's exactly what I was thinking. Also I have another question. Is there anywhere I can find a legend of the map?

What map are you talking about? If you're talking about note-maps, legends are probably included and we're not supposed to talk about it here.
If you're talking about the little round screen in the location menu, I probably don't tell you too much when I say that blue is water and green is land. You can guess what the other colours mean pretty easily too.
