If by never implemented you mean they never worked due to a bug then yes. Bugs are easy to create, like when implementing clothing you need to put a comma somewhere and instead you put a semicolon, making it ignore the following resource requirement. I don't remember where it was said that town building limitations never worked due to a bug but I know it was somewhere.

There are no test islands on the normal server. But there's another server, which is used for testing.

The Hall of Power has quite a large number of rooms inside of it. It used to be a Stone Knight initiation task to build a room in there.
I once built a row of rooms inside a prison about 5 rooms deep. I named them all the same, so before there was dynamic naming, I could drag prisoners all the way to the last room, then drag them back and forth through the last door as many times as I wanted and they would think they were locked 20 rooms deep and I sometimes left them with a crow bar so they could see the next door with the same name once they busted through the first one.
