Ya, my travelling character saw it as well.
Apparently breaking locks from INSIDE the ship while ON THE WATER makes others hear it.
It's just like when I picked up something using a "bug" on the road and all travelling characters saw someone pick up some alcohol, take a note and drop a note.

I wouldn't be surprised if it happens ONLY when you break a lock from INSIDE a ship instead of what the "explanation" on the Wiki says.
It's probably just a missing distance check (of many).

What do you mean by editing the game and how is that relevant? The game consists of hundreds of files and buttloads of database entries. Editing those would have no effect on this particular issue.
Wiro, that's a good theory and would make sense why it doesn't make a sound if you break to a boat from the harbour. But it should be tested. The problem is that not all people read the forums and even if they did, they might not want to blurt out if it was their character who triggered the bug.

Just tested it with one of my charaters on a boat. It didn't work.
Maybe it has to be a boat docked to another boat breaking the lock of that other boat.
I doubt it's boats that are lockpicked from land. If that was the case then we'd hear lots of locks breaking.
It's also not breaking opened locks with a screwdriver as I did that recently.
It makes sense. Breaking a lock IN a boat is heard by people IN that boat.
Breaking a lock OUT of the boat is heard by people IN the boat that's picklocked, the boat that's being picklocked from AND the area between those two boats: the Cantr World.
Just a theory. But it sounds pretty true if you think of it.

It sure has to do with vicinity checking, but probably not with boats and/or lockpicking. I remember overhearing messages from inland events too.
This has long been registered as a known bug. It is just annoying, nothing more, so solving it doesn't have a high priority. But it IS on the list.
